The effectiveness of an ruler depends on 3 factors.These three factors are,firstly,if the ruler can set up a good government.Secondly,if the ruler cares for the needs of his people.Last but not least, if the ruler can protect the empire,and his people.

Chandragupta Maurya is an effective ruler as he had set up an effective government with Pataliputra as the capital.He divided his empire into provinces,each under the rule of a trusted official who will report to him directly.Hence, it is an organised system of government. Chandragupta Maurya also set up committees in each provinces.Each of these committees were responsible for one main area, such as public work and trades.In this sense, Chandragupta Maurya was a effective ruler who had set up an effective government.

Chandragupta Maurya also care for his people.He always thought that he did not have time for his people.Hence,even while he was having his rest, he allowed his people to access to him so that he can report any matter or any problems to him.He also built highways to connect Pataliputra to the north western borders so that his traders could easily travel from one place to another for trading.Chandragupta Maurya also ensured that there were irrigation systems. That were mantained to have a steady supply of water in the fields for his farmers.In this sense, Chandragupta Maurya was a effective ruler who cared for his people.

Lastly,Chandragupta Maurya was able to protect the kingdom and his people.He set up a war office to control and command a large army.Comprising of thousands of soldiers and war elephants.With this large army, he was not only able to mantain and expand his empire,he was also able to mantain peace,law and order in his empire.

Hence,Chandragupta Mauryan fulfills all three principals of an effective ruler.
